Abstract
This article takes a look at the possibility of using methods of program-target planning expenditures of the State budget on the example of St. Petersburg, completely changed with the 2015 budget planning as the list of medium-cost targeted programmes. The article deals with the practice of the four targeted programmes. The study's authors, coming to a conclusion on the positive developments in the level of effectiveness of budget expenditures and improved and effective functioning of regional finance in General.
