Abstract
Spatial development planning of economy - aspect of system of nation-wide strategic planning. The developed strategy of spatial planning will become a basis of the spatial organization of economic activity. An element of the spatial organization of economic activity is innovative potential. The analysis of quality and quantity characteristics of innovative potential of the territory on the example of the Rostov region is carried out and the conclusion is drawn on a role of the stimulating and regulating function of the state in the course of innovative development of the territory.
