Abstract
The regional level has an important meaning for innovation, especially for those countries that are in a deep transformation of its economic, social, political and technological structure. Currently in Russia, there are no examples of creating a full-fledged regional system in any region. However, many of them have seen the establishment of some of the elements of such a system. The article analyzes the features of the present stage of development of the regions, the problems and prospects of development of regional innovation systems. Based on the data a number of proposals on the further functioning of the whole mechanism of the regional innovation system (RIS) generates.
