Abstract
The article describes the main goals and objectives of the formation of the enterprise-education cluster construction complex by the example of Penza region. The proposed model enterprise-educational cluster describes the principles of interaction of its participants. There are basic unifying motives, advantages, and benefits pursued by each group of cluster members.
