Abstract
The article is devoted to the evaluation of social institutions in the institutional environment of Russian higher education. Described the sociological Toolkit for the study, the basic hypotheses. As the findings of the study noted that this stage of institutional development of the higher education system is characterized by the absence of many informal institutions necessary for the successful implementation of educational reforms.
