Abstract
Today the Russian economy is under the impact of a protracted financial crisis, which is not effective budgetary policy of the government, as well as monetary and foreign exchange policy of the Central Bank of the Russian Federation. Innovative activity is directly connected with the attraction of additional investment resources from various sources that during the crisis period makes the process difficult and highly risky.
