Abstract
This article reviews the forms and strategies of reforming the innovation field offered by Russian scientists and analyzes existing organizational structures of large foreign companies. The research claims that creating science and innovation endowment fund based on Moscow State University to implement three radically new technological energy saving projects will begin the large scale reforms in the innovation field and serve as a foundation of the economic reform in Russia.
