INTERRELATION OF THE STATE PERSONNEL POLICY AND PROBLEMS OF THE PROFESSIONAL EDUCATION

Abstract
Article is devoted to one of the most actual directions of development of modern society – to increase of efficiency of the state personnel policy for the purpose of optimization and improvement of system of professional education of the country. The analysis of theoretical aspects of the state personnel policy as major factor of a sustainable development of personnel capacity of the country is presented in article. Deep research of theoretical bases has helped to formulate a main objective of the state personnel policy as fundamental, major, professional and intellectual resource of Russia. The special attention is paid to problems of professional education of the state and search of ways of their decision. In the course of research the essence of modern system of professional education, her main features, and also its main destination have been revealed. Continuous education is considered as educational process of each individual during all life, and is help in development of system of professional education. The analysis of scientific literature and publications on a subject of research has allowed to generalize the various points of view on such aspect, both personnel capacity of separately taken enterprise, and personnel capacity of all state in general. The conducted research has allowed to establish interrelation and interdependence of the state personnel policy and problems in the sphere of professional education, to reveal factors of increase of efficiency of personnel potential. In work graphic interpretations of the analysis theoretical are presented I swore that helps to estimate fully influence of two considered concepts at each other, namely – the state personnel policy and system of professional education of modern society. Author's definitions of key categories have allowed to create the concept of the state personnel policy and the revealed problems in the sphere of professional education.
