Abstract
The problems of formation and developing of a civil society are studied in the article. Declaration of moral ideals, fixed in the European Human Rights convention and the RF Constitution needs to be implemented in practice, which is possible due to a high level of legal awareness of the Russians and the degree of maturity of civil society institutions. It can be realized on conditions of formation of a unified scientific main, built on the principles of humanism and national concordance, oriented to the society consolidation through an individual’s awareness of himself as a part of the whole.
