Abstract
The article investigates essence and characteristics of the formation of institutions of ter-ritorial development. Summarized the domestic experience of these organizations, analyzed the existing system of institutions of the Vologda Oblast, showing their interconnection and functioning problems. It is proved that the formation of local development agencies, use of mechanisms of municipal-private partnerships and other institutions will create conditions for activation of socio-economic development of the region's municipalities.
