Abstract
The article presents some general provisions on the protection of fisheries resources and fisheries management. The basic points that need to be considered when designing the rules of fishing for northern waters of Russia, as they and their fish population due to the depleted species composition and the weakening of productive processes, are less stable in comparison with ponds more southern landscape and climatic zones. Their stability is greatly attenuated as occurring anthropogenic powerful "pressure."
