Abstract
This article contains a monitoring government actions aimed at promoting innovation in the Russian economy in times of large-scale international sanctions. Based on the analysis of survey data managers of Russian enterprises, opinions and expert community initiatives of the Russian government, the author systematized the main obstacles and stimulating development and innovation, development and implementation of innovative potential of Russian enterprises in the public policy of import substitution and represented a combination thereof.
