Abstract
The ongoing administrative reform in Russia is carried out with the help of modern technology and human resources has a significant impact on the staff of the civil service - civil servants. This article presents the results of a sample case study among public servants Russian Economic Development Ministry, the Federal Migration Service of Russia, the Federal Tax Service of the Russian civil servants understand the role, feasibility and impact of introducing a state civil service effective contract. Analysis of the results of the social survey was carried out using SPSS.
