Abstract
The article examines the main stages of the criminal investigation Department of the Tyumen province in difficult and critical period of the formation of the law enforcement system of the region, problems of selection and placement of personnel, improvement of their professional qualification, discipline. In the period of war communism and the new economic policy staff Tyumen criminal investigation has accumulated vast experience, methods and techniques, has been the main directions of their activities, which to date has not been studied.
