Abstract
Prospects for political development in the North Russia depend opportunities within the strategic management system to maintain the balance of power, determining the acceptability of the use of methods of "soft" and "hard" power. Each of the above article technologies of political control has its consequences and results of the application, which can lead to both cooperation in the implementation of long-term plans, and limit the impact of the negative effects of external and internal political factors. Account of the key factors in the balance of management decisions to determine the prospects for their adoption and implementation.
