OFFSHORE AND FREE ECONOMIC ZONES: RUSSIAN PRACTICE

Abstract
The article discusses the Russian practice in establishing and managing of free economic (SEZ ) and Special Economic Zones (SEZ ) on the territory of the Russian Federation. Also, author analyzes the main normative - legal acts of the Russian Federation governing this perspective. The author 's intention was to primarily indicate "hot spots" and failures of previous attempts to regulate this sector , starting in 1980’s. The changes in policy approaches to the creation and distribution of these zones in the Russian Federation . In conclusion, author suggests some recommendations to improve the approaches on solving this problem in relation to the entry into force of the latest legislation, in particular the Federal Law " On Special Economic Zones in the Russian Federation » N 116 - FZ of July 22, 2005.
