Abstract
In the article, considers the impact of institutional environment on the development of human resources in the economy and health care. Defines the role of the Institute of continuous education in the development of the socio-economic system in general. It is shown that this institution promotes interaction between economic agents, reduce uncertainty, and thus decrease the transaction costs.
