Abstract
The article provides the historical retrospetive of the development and the present state of the higher educational systems located in the ethnical regions of the Russian Federation. It studies the socio-cultural pecularities of the development of these systems in the end of the XX - beginnimg of the XXI centuries, that are caused by the specifics of the regions.
