Abstract
The paper analyzes the possibility of introducing additional investment mechanism in the sphere of housing and communal services in the form of the Institute of refinancing loans in the communal infrastructure. The paper describes the main challenges of attracting private capital into the sector of municipal infrastructure, as well as their possible solutions.
