Abstract
The need for reform of housing and communal services (HCS) matured and gained relevance in terms of the overwhelming dominance of state property and the highly centralized government. Artificial monopolization and significant dependence on subsidies that sphere formed, unfortunately, distorted behavioral motivation of all subjects of relationships and resulted in overall inefficiency functioning of housing and communal services. The paper presents an analysis of the current state of housing and communal services in the context of North-West regions, the issue of financing, offers a promising direction for improving the effectiveness of regional policy in the sphere of housing and communal services.
