URBAN AGGLOMERATIONS: THEORETICAL PROBLEMS AND THE ANALYSIS OF FOREIGN EXPERIENCE

Abstract
In this article, the author discusses urban agglomerations, namely, international experience and the specification of the development of urban agglomerations in Russia. Based on the theoretical background and foreign experience the key features of the process have been established. The author argues that the formation of agglomerations in Russia is characterized by significant differences with foreign analogues. Considerable attention was paid to the detailed analysis of the historical stages of the process in Russia; thereby author confirms the idea that in our country the formation of agglomerations has a deep historical background. Also author concludes that a relatively small number of agglomerations formed on the territory of the Russian Federation is the cause of the imperfections of theoretical and legal framework to this process. The article analyses the peculiarities of this process in foreign countries, whose experience can be considered successful, to identify the characteristics of preventing similar development in Russia. The result of the study is the definition of the reasons that explain the slower rate of growth in the number of urban agglomerations in Russia in comparison with other countries. Among the reasons are the lack of a unified theoretical framework, statistical discrepancy subject matter and lack of development of the legal aspects of this concept.
