Abstract
The authors consider the lack of legislation as the lack of a mechanism to encourage a candidate to jury to participate in the work of the jury. In the work it is proposed to increase the payment of a juror, to introduce responsibility for the first non-appearance in the form of a monetary penalty, while again - administrative or criminal.
