Abstract
External public debt is an essential part of any economy. In the context of macroeconomic instability the effective debt policy with taking into account various external and internal factors and the competent administration of state foreign debt are very important points of the Government policy. The purpose of this article is identifying the main approaches to the management and development of recommendations on improvement of the state debt policy in modern conditions based on the analysis of the structure and dynamics of the external state debt of the Russian Federation. The article also contains the author's recommendations in terms of management tools of external debt of the Russian Federation.
