Abstract
Problems, lacks and complexities of work of Federal exchequer of the Russian Federation, maintenance of a high level of management regarding the decision of the state problems are analyzed. Features of functioning of the given structure, factors of influence, formation of budgets of all levels are concretized, offers and recommendations on growth of an overall performance of exchequer are put forward.
