Abstract
The article describes the main historical and pedagogical preconditions of formation and development of educational policy in the territory of the Terek region in the post-reform period. It provides a broad scientific and theoretical analysis of the development of national education management system, in which we singled out those fateful historical periods when the central government contributed to the emergence of elements of the territorial impact on the development of education and educational thought, strengthening of democratic principles in the Terek region. Modern educational system cannot distance themselves from the pedagogical heritage of the peoples; it should be possible to use it in their educational activity for a significant improvement in education and educational system.
