Abstract
The subject of study of this paper are the issues of improving environmental control and management in the Russian Federation. The analysis of the legislation regulating state and regional ecological development, types and levels of environmental control. The article reveals the peculiarities of regional environmental development of the Chelyabinsk region, justifies the need for measures to stimulate economic entities to update the fleet of equipment and implement the best available technologies. The main focus of the work focused on creating conditions for realization of constitutional right to a healthy environment through environmental control measures and creation in the field of relationship systems with proactive monitoring.
