Abstract
The article deals with political, social and economic situation, which arose in the USSR to the top of the 20-ies XX century. The authors examined the preconditions of transition from the economy of War Communism to the New Economic Policy (NEP) and the directions for its implementation. The paper concludes that the transition to the NEP helped to stabilize the political situation in the country to overcome the economic crisis caused by the devastation after the Civil War in Russia.
