Abstract
This article deals with the analysis of methods of quality assessment of socio-economic and innova-tion systems. It is proposed to revise the methodological approach to this assessment on the basis of combining principles of self-organization and value-based approach to the project management. As a key criterion of quality of innovation systems functioning and development, it is proposed to use the contribution of the innovation system to the growth of efficiency of functioning of system of higher order.
