Abstract
The paper presents a theoretical analysis of the effectiveness of existing forms of charity in Russia: state and public charity. Despite the fact that both types of charitable activities have the same goal - to provide assistance to the needy, the effectiveness of measures, programs and projects implemented in the framework of social and public charity, may be different.
