Abstract
Here was considered the basic questions of international trade of licenses (ITL) and was given a solution to these problems based on cognitive modeling. Also was identified the factors that affect on international trade of licenses and inseparably linked to cognitive modeling. Using these factors in cognitive modeling, we can find the ways to solve the most important problems in the international trade of licenses.
