Abstract
Health care and educational systems on the present day stage of the Russian society’s development need modernization on the principles of humanism. It can be achieved on conditions of introducing “a man’s welfare” evaluation criterion as a guideline of social institutions’ activity and principles of voluntariness, justice and humanity as necessary norms of peoples’ relations.
