Abstract
This article is devoted to the definition of a ratio of the inquiry authorities and preliminary investigation role in the Soviet criminal trial. Investigators had to specialize on the most difficult, especially dangerous and serious crimes. But in practice investigators were forced out from this sphere. The conducted research allows to claim that the majority of criminal cases in the first half of the 1930th were investigated by militia and OGPU authorities.
