Abstract
Programming of budget expenditures was the result of the reform of the budget process of the Russian Federation carried out in order to improve efficiency and effectiveness of state and municipal resources. This practice is implemented and in the Lipetsk region, the budget of which is a software format. The main advantage of the formation of the financial plan of the region in the form of a policy document is to increase transparency in the use of every ruble of budget funds. Thus, the planning of public expenditure has been transferred to a new level.
