Abstract
The author examines the issues, which related to the process of organization and development of recreational areas, taking into account the peculiarities of urban territories. Based on the analysis of existing scientific research in the field of sociology and economy of the territory management the author determined the most significant factors, resources, authorities of recreation activity and proposed a generalized approach to the organization of process in the municipality.
