Abstract
This article reveals the main characteristics and problems of formation and execution of the regional budget (on the example of Smolensk regional budget) in terms of financial instability and the reform of the budget process in the regions. The results of analysis of formation and execution of income and expenditure framework of the regional budget, and the main problems in the area of budget management in the region and develop recommendations to improve management of budgetary resources of the region.
