Abstract
In July 11, 2014 the Federal Law № 172-FL "On the strategic planning in the Russian Federation" (№ 172-FL) was approved [1]. The law defines the basic principles of strategic planning such as "unity and integrity, continuity and incessancy, strategic planning balance, performance and effectiveness of strategic planning, measurability purposes of conformity of the objectives" (Article 7, item 1 [1]). One of the most problems of the implementation that there is no procedure for the development of strategic planning documents, without the procedure it is impossible to implement the principles which were laid down. This article proposes the procedure for the development of strategic planning documents on the basis of the existing regulatory framework for strategic planning in the Russian Federation. In this article was developed the system of interlinkages specific documents on the basis of the requirements of the Federal Law № 172-FL.
