Abstract
This article discusses some of the provisions on the implementation of our country's society and economy, proclaimed in 2008, the then Russian President Dmitry Medvedev modernization through renovation of institutions, infrastructure, innovation and investment. This provision of the modernization program caused some confusion among the supporters of liberal reforms, and their opponents. Immediately there was a lot of questions: what to take as the starting point of modernization, as well as the meaning and content of the goals and objectives to address them.
