Abstract
This paper presents the main results of the analysis of energy efficiency programs and energy efficiency by the example of institutions of higher education, noted the need for coordination of activities of the regional programs and programs developed at the local level, the technique of evaluating the economic effectiveness of replacing incandescent lamps with energy efficient 95 watt compact fluorescent lamp.
