Abstract
A system approach to ethical and legal regulation of medical activity is conditioned with efficiency of quality management system functioning in the spheres of education and health care. Plans of Ministry of Health and National Medical Chamber to create a unified code of ethics of medical professionals and All-Russian system of conflicts settlement between a doctor and a patient by 2016 are an inseparable part of a process of modernization of all Health Care system.
