Abstract
The article discusses the cyclical development of complex socio-economic systems. An integral part of the cyclic development of new production called a combination of factors, the potential of which, together with the innovative activity is a prerequisite of market fluctuations. Thus, the non-determinism in the evolution of the system proceeds to help upgrade.
