Abstract
The article discusses the main stages of reorganization of law enforcement bodies of the Tobolsk province in the process of liquidation of the tsarist police in February 1917. Revealed both positive and negative features of this process, describe the issues of organizational structure of the new body and its financing, creation of normative base for its operations.
