Abstract
The article considers the main stages of the credit cooperation system development in Russia in 1860-s-1917 years. It is stated that the system gradually raised from administrative regulation to social regulation. The author takes a special point on progressive measures of governmental regulations, however limited by questions of political loyalty of co-operators.
