Abstract
Analyzed in the article the problem of insufficient innovation activity of higher educational institutions of Russia, despite the creation of a developed innovation patterns. The author comes to the conclusion that in addition to internal reasons, the fundamental presented in the external environment of educational institutions. Among them the most important negative factors - low competitive environment in the domestic economic system and a weak branch diversification.
