Abstract
This article examines regional processes which are initiated by state and municipal authorities. These processes are aimed at the consolidation of society in the form of the Institute of solidarity. Detailed decomposition strategy for the formation of solidarity society and the main strengths and weaknesses of applied social technologies are presented. In conclusion, the article presents the main problems hindering the process of consolidation, focusing on the potentially complex socio-technological positions.
