Abstract
The correct assessment of natural and resource potential, ecological and social and economic conditions of the territory with the subsequent definition of possible options of optimization of land use and a complex of actions for their realization are necessary for a choice of ways of ecologically focused regional development.
One of conditions of a solution of the problem of rational environmental management is introduction of accurate economic policy, fundamental which regulating mechanism are administrative measures.
