Abstract
The article deals with such memorable event in the history of pre-revolutionary Vyatka, as making a collection for the development of the air forces by group of enthusiasts in year 1913. The managerial and propagandistic aspects of the activity are revealed, as well as inevitable difficulties during its realization. The work of the Vyatka committee is considered in the context of All-Russian movement for the development of the air-forces.
