Abstract
Russia's accession to WTO threatening decrease in demand for domestic products and the reduction of agricultural production. Most from increased competition will suffer domestic agriculture, as the requirements of the WTO its support should not exceed a certain level. Therefore, the necessary adaptation of the regulatory framework that protects the interests of farmers, to the WTO. The state needs to maximize the use of WTO rules, namely subsidies amounts of support in the framework of the "yellow basket" to enhance the competitiveness of the most sensitive products, as well as regulation of conditions for preferential lending to agricultural enterprises through banks, with the aim of increasing the availability of financial support for investment projects in agriculture. To control the development of this trudnovospituemyh system based cognitive map using software tools FCMapper, which enabled pulse simulation scenarios for the investigated situation.
