Abstract
The paper discusses the problem of mortgage refinancing under issuance of mortgage-backed securities. One of the key factors of investment attractiveness is the credit discipline of mortgage borrowers. The decline in mortgage refinancing reduces business activity in the region and the deterioration of socio-economic development. Improving transparency and the development of appropriate tools would lead to reduction of regional refinancing risks.
