Abstract
This paper devotes to main mechanisms of innovative sectoral complex development in the region. The horizontal and vertical local economical system development was researched. Main variants of future zone formation of enterprise activity are found. Consideration of regional differences of innovative development of building complexes provides the best options for the development of innovative processes and the development of effective zones of enterprises. Using the mechanisms involving mineral and labor resources of the territory, the various modes of production and distribution for all types of innovative products and services contribute to the economic effect obtained both for businesses and for building complexes.
