Abstract
Article is devoted to development control, which controls the active power at its deficit by the example UES of Ukraine. In developing grouping UES representing a certain cluster clustering performance tests, choose the mathematical apparatus to perform this task on the synthesis of the controller. In the last step modeling the controller by MatLab "Simulink" and check its performance.
